That's a common notion but it doesn't play any more. Consider what Ascend is doing with Lucent. In order to help alleviate the congestion and bottlenecking in ISDN end-offices which employ 5E ESSs, Ascend is providing an internet gateway device (router) that looks at ISDN lines at the input to the switch. The lines that are internet-bound get diverted off of the switched network through a routing function and onto the IP network, or Internet, and the others are cut through, normally.

This frees up switch link elements - which has been a major concern of telcos who never scaled their switching entities to deal with the likes of the Internet - for other users who are seeking dedicated or nailed up connections to non-internet end points.

After hearing Tom Eames' explanation related to TR-303 compliance, I can more readily see this form of toggling taking place in a DSL modem and DSLAM as well, where an xDSL user could access the ISDN cloud through an RJ45 jack on the DSL modem, and get switched from the centralized DSLAM in the CO to its appropriate switching entity.
