That is his point, Tim. Because they are tightly regulated, they are expensive. Because they are expensive, most criminals can't afford them. Because criminals can't afford them, they don't own many. Because they don't own many, they aren't used in crimes.

I realize the logical change is pretty long, but...

Also, there doesn't appear to be enough demand to support a significant black market. And that is despite the fact that criminals and mass shooters loved them when they were cheap and easily available.
