Some of the US aluminum smelting facilities are (or were) in the northwest where hydro is more prevalent. Back during the Enron days and CA power crisis, electricity prices went high enough that it was more profitable for Alcoa to shut down their smelters and re-sell their contracted electricity for greater profit.

Canada, Saudi Arabia, Iceland, Russia among the low cost producers.

Plenty of secondary (recycled) aluminum melting plants around though. But demand for aluminum continues to grow.
