Which is one of the reasons that allowing civilians to be armed is a good idea. It often takes longer than that for police to arrive.

you have to figure out where the shots are coming from and track down the shooter, unless, of course, he's right there and shoots you when you open the door. When you track him down, of course he's not going to be standing in the middle of the hall all alone with no victims around him for you to shoot by accident...

Those factors effect police as well. Also the victims and potential victims will probably either be hiding, running away from the shooter, or already on the ground (already shot, playing dead, whatever).

Yes its a difficult situation for the teacher. Its a difficult situation for anyone. But having all the guns in the situation (until the cops arrive, or maybe until the swat team arrives if the cops just "contain" the situation and don't go in) in the hands of a depraved killer is worse.
