Usually doesn't happen that way, also usually would not matter much. One gun is sufficeint and in many mass shooters take multiple guns along anyway.

They haven't tended to kill many people once confronted with an armed response.

Can an armed response (police or civilian) make the situation worse? Yes its possible. Someone could shoot indiscriminately. It might also just be ineffective (the killer wins the confrontation would be one way that could happen). But its more likely to help than to hurt.
