Probably. But he is already engaged in the shooting. You know, pretty much by definition. And, as the shooter, is already in the process of shooting others, either on purpose or accidentally.

The armed response they usually meet is law enforcement. Who, for whatever reason, LEO usually prefer as few armed people on the scene as possible. There was a recent case outside of Houston that illustrates that point. The shooter was brought under control by unarmed people at the scene, as happens more often that anyone armed stopping the incident, and one of them picked up the gun. Soon after, a responding LEO shot him.
