Like I said in #2692, minus the typos, "It would more likely [be,] IMHO [,]that the Chips and Tech. deal is threatened."

Intel cannot become more of a monopoly by second-sourcing the Alpha. If the Alpha becomes very popular, Intel will have all the competition that DEC gives it (Mitsubishi, Samsung. etc.), since DEC still owns the design.
If Intel squashes the Alpha, it will become more of a monopoly. If I were the justice department, I would more likely force Intel and DEC to popularize the Alpha, in view of the other sources that already exist.

DEC still is relativly weak right now, however, and the question needs to be resolved quickly.
