$60M is going from the Pentagon to the State department to combat cyber propaganda. Our alphabet soup of security orgs fight Russian and Chinese propaganda every day. It's already being done and no one needs an order from Trump to brush their teeth in the morning and tie their shoes. If they do need an order to do the basics, then they should be fired and replaced with real leaders who know what their jobs entail. I mean, why do we spend $1 Trillion a year on the military industrial and spy complex, if those folks don't know how to take the initiative to combat Russian and Chinese spy activity? The answer is "of course they know how and of course they take action every day". To suggest otherwise is simply grandstanding and cynical politics or an attempt to extort even more funds for the runaway military and spy budgets they already have.
