There are already tariffs in place:

hts.usitc.gov

But President Tiny Hands wants bigger and more powerful tariffs. But those haven't been signed yet. He plans to give exemptions to his big manly tough tariffs based on how thick the envelopes* slid over the table to him are.

It's all about nationalist demagoguery against other countries, especially friendly ones, combined with an appetite for graft.

* Don't think it'll all be as simple as envelopes stuffed with cash. There will be business agreements benefiting family business projects too.
