I can accept that the administration may be demanding payments of damages and fines from Sinovel, but there is simply no legal basis for taking tariff revenues that go to the Treasury Dept. and using them to compensate AMSC. What the administration can do, however, is use a little muscle in demanding payment, such as banning the export of certain products from China.
