He should give credit to the Republican Congress who tied Donnie's tiny hands. Putin's Puppet planned to lift sanctions in exchange for nothing but payoffs for himself and his family, but Congress voted 517-5 to take that power from him. He still bounces around like a puppy when in the presence of Russians.

Obama was an appeaser just like the Puppy President wants to be.
