That was a hopelessly useless Uber self-drive system. I would absolutely have not hit that woman walking across the road. She had not sprinted out from a concealed position. I drive so I can stop before I hit something and there's always something going to be on the road, if only a horrible pot hole or some such and holes in the road are not as easy to see as large objects.

I wonder if they have dimmed the video to make it seem that she was not visible until the car was almost upon her, to reduce liability.

Uber had a useless person supervising the car. I wonder if they were testing the car with various systems not engaged to see how it would go with more limited function.

While the woman with the bike was hopeless letting herself get hit by a car, Uber was also hopeless for hitting her and for having a useless person supervising the autonomous system.

Apart from visible light, autonomous systems use radar to evaluate surroundings.

The car braked which looks as though that made the inattentive supervising driver look up to see why the braking was going on. But it didn't seem to be a hard on the brakes attempt to stop.
