He could have taken it straight to the people. Have his 100 White House budget analysts comb through it and come up with a list of the top 100 ridiculous wastes of money. Then go straight to the people with a televised speech and read the list of how congress is wasting their taxpayer money. Do a Rand Paul times 100. Then send it back with instructions to split off the defense budget into a separate bill.
