If the H-1B visas address this concern, it may be necessary. But my guess is tech industry is using it to drive down wages.
A key element of it is reducing supply of domestic labor. By driving down salaries, they reduce the number of high intelligence Americans who choose tech careers. When I started down this path 45+ years ago, most of the top students in my HS class chose tech majors. Up until the internet bubble/bust, it was widely seen as a good option. The internet bubble created demand beyond what domestic sources could satisfy, so H1Bs exploded. This drove wages down and made it less attractive for Americans. On my current project, the majority of the competent technical people are Asian.
