My guess is that the Republicans knew that they couldn't in the end restrict the investigation to the Clinton campaign. The Indonesians don't have any special fondness for Bill--a reasonable guess is that they excercised liberal democracy (so to speak) when it came to spreading the cash around. They just want influence and favors--it doesn't really matter to them who gives it.
