That was not part of this conversation, neither was the bombing in Syria, the contacts with China and N Korea. He didn't wait for approval on those either. Why should he wait for TPP or Paris? The leader of the free world has no reason to wait for anyone EXCEPT in this case for Great Britain who had to act first since their country and sovereignty was infringed upon.
