Getting the Ukraine to give up their Nukes was a big deal. Having a Nuke armed country on their Southern flank was an impossible situation for Russia. That is why they made the border deal. It wasn't at the low level of renegotiating a trade deal. We all do that and its in the original agreements. I look at your logic as spurious compared to what was at stake. If this had been just a pullout without nukes involved no deal would have been needed to be signed off on.

When Russia went to war with the Ukraine during Obama's Admin we should have invoked that agreement and shut Russia down economically. If Trump had been Prez that is what would have been done. In fact, if Trump had been Prez Putin would not have dared to do it, IMO.

Russia had signed off on the border agreement. They didn't have a leg to stand on but knew that Obama would back down. What Obama did was the equivalent of what "peace in our time" Chamberlain did to Czechoslovakia.
