Liking someone's quote and glibly quoting it a lot doesn't make someone an authority. I don't think you know what an authority is. Mae West is quoted a lot about sex, but I would not call her an authority- I'd say someone who studied the biology and psychology of sex was an expert. I'd say Mae was an entertainer who knew people liked to hear about sex. Your problem, I think, is that you are confusing fame (for being president) with authoritativeness. FDR was not an expert on unions. He wasn't really an expert at anything- he was an elite rich guy who happened to become a politician and a pretty good demagogue. I'd say he was an expert at using propaganda- though I'm not sure he even totally understood his propaganda, I think, like the Nazis and Trump and Churchill, he just happened to be very good at it. Some people are natural propagandists.

But an "expert" on unions? No. If you can show me that he studied unions, knew their history and was a real expert- I'm happy to read this. But I've read a lot about FDR and the history of unions, and I think you're going to come up empty. Which is why I said what I said in the first place.
