And if you wish to assist the actual, on the ground, populace of these now impoverished states, send your professionals out there to identify what the populace ACTUALLY NEED for their own benefit and survival, and spend your "foreign aid" money building what is necessary for THEM, using your OWN American Contractors and pay your OWN American contractors out of your foreign aid budget so that this money does not end up in the offshore bank accounts of those CORRUPT heads of states and their fawning lackeys ....... You have made this suggestion several times. You know they won't let anybody do anything unless they get a big cut.
