The armed response they usually meet is law enforcement.

One reason that it is so is that most mass shootings are done in places where firearms are restricted. So often the cops are the first with guns (other than the shooter) to get there. Unfortunately in these situations there often there only after a high death total, or they are there and don't intervene (setting up a perimeter and waiting for SWAT teams etc.)
