Segregation has more of an impact in AR and CA. Because AR had hard segregation and CA had soft segregation.

And that is a stupid question because anyone who thinks segregation does not take a huge tole on people is really stupid.

Wouldn't the history of slavery and discrimination have at least as much impact in AR as it does in CA?
