When your comparing two, they can't both be more.

Either the history of segregation has more lasting current impact in AR, or it does in CA, or it has the same impact, but you can't have "Segregation has more of an impact in AR and CA", when the issue is comparing them to each other (they can both have more than some other states or states but that wasn't the issue under discussion).

If it's CA why?

If its AR, than why does AR have more equal test scores when your comparing the results for people of different races in general and specifically comparing the results of black Americans with white Americans?
