That is a false logic: i.e. I was not saying education always leads to civility all the time, I was saying without it sophisticated social systems and morality cannot exist.
When before 300 years ago do you find any societies that promulgated today's morality or democracy?
There were none!! Why is this not obvious to everyone is my question?
Do you see the difference?
Both Germany and Japan had a prehistoric military culture that sort of trumped the education. Much like Russia today. It was the dominate variable that raw education could not overcome.
But once it was mitigated, neutralized, by the western democracies, and democracy imposed, look how fast they responded and integrated democracy and modern morality into their culture and are now both democratic and moral leaders of the world. Same with South Korea and Taiwan.
But take another example, the Philippines, which is an under educated democracy. First they had Marcos, got rid of him by the wonderful Corazon Aqunio and now they are back to the killer Duterte.
They could not hold on to their democracy. Turkey is another example and India struggles.
And of course the middle east is a disaster, because they are either theocracies or dictatorships.
On the other hand the Nordic countries, Canada , New Zealand and most of Europe have little trouble holding on to their democracies.
One just has to look at history and then look to see how education molds cultures, including our own.
Or look back in time 300 years and see what life was like when most people were ignorant.

Yah before the war too! Germany was way out in front of the US at the start of the war - education didn't point them in the right direction did it? |
