It is you who is not understanding the concept. For all practical purposes most schools do a good job of teaching. So the problem is not quality , which is the myth the right wing likes to fling around, it is simple quantity and money.

The right wing always says schools are too costly because their plutocratic masters don't want to pay taxes to support them.

If the plutocrats admit that the problem with schools is primarily lack of funds then how can they argue against rising taxes??

It is another myth, ruse, the right wing uses to keep taxes low and the kids suffer in states where they control.

Yes...of course, schools need money to operate. I had a brain fart when typing.

But just because there's a school doesn't mean the kid gets an adequate education.

How hard a concept is that to get?
