Yes and I've posted about it, to you I think.

I made a specific statement of fact. I was challenged on it. I defended it.

Yes Baulmol's cost disease is a sizable part of the problem behind that fact. But its not all of the problem. Education spending per pupil has gone up faster than other areas effected by cost disease.

The cost disease issue would explain why (or be a big part of the explanation why) having the same number of teachers educate the same number of students would result in higher inflation adjusted costs per student.

But the number of teachers has increased noticeable faster than the number of students, and the administrative overhead and number of administrators even faster. That's not a cost disease issue. Its not slow or no growth in productivity while other sectors increase in productivity, its a reduction in productivity.

Also cost disease theory says nothing about why the US spends more than almost any other country, and doesn't get much in return for that extra money.

There are certain areas where the US is less efficient than other wealthy countries, most of those areas involve government at least for funding, and other than medicine (which isn't normally unionized) most of them involve unions. The areas include primary medical treatment, primary and secondary education, transportation projected (trains, subway tunnels, to a lesser extent road projects).
