The observations are overly convoluted. While I don't follow UK housing data it's easy to see why the UK had a housing crisis. GDP was falling while housing prices were rising. In the US, banks were increasing loans when GDP was falling also.

So let's look at the US first. Note the spike in housing prices as GDP was falling prior to the Great Recession. The same happened in the US in 87 and during the Great Recession. The UK had a market crash in 87 also.
