Tech adds more things to do, to a greater extent in health care than it does in education. And more of the things are really expensive things. Its less expensive to give someone a general overview of changing technology, or to reach them some new scientific theories and ideas and facts that were not known before, when your already teaching them anyway, than it is to give them some big new experimental treatment. For some in the higher levels of education its more than just a "general idea", they may actually work with expensive new equipment, but OTOH many people in college are not in majors where that is a big factor. Even in STEM disciplines, much of the work doesn't have (real) cost changed to much by new technology or it experiences a decline (computers and sensors declining in real or even nominal cost).

As for administration yes you would think technology would allow for greater efficiency. To some degree that hasn't panned out quite as well as expected even in general, but in education (and probably health care if maybe to a lesser degree) it seems to have made even less of an impact.

Part of the reason is that there are more rules and mandates to keep up with (of which testing mentioned in another reply to your post is only one of many and is at least something that gives some chance to measure progress). But I don't think that's enough of an explanation to cover all the rising inflation adjusted costs. Also to the extent its one of the reasons, that's just more of what I was complaining about before, spending more but not spending efficiently.
