No one knows exactly what would have happened. Many other policies could have changed other than the tax cut. But we are talking about the tax cut compared to spending increases. We know how much spending has gone up (that's not only a matter of public record its rather easy to find in nominal terms, and not extremely difficult in real terms). We don't know the exact revenue loss from the tax cut but to the extent there is uncertainty its that it could be lower (perhaps even much lower or in some cases even negative) than the standard static projections. To be conservative we could use the static projections in this discussion. They are noticeably smaller then the amount spending has increased. So the numbers are not my enemy but my friend here.

Total expenditures in 2001
$1.863 trillion
en.wikipedia.org

Adjusted to 2017 dollars
$2.657 tril

2017 federal spending
$4.147 trillion (requested)
en.wikipedia.org

Difference about a trillion and a half per year. (Not per decade like the numbers you posted about the tax cut)

Lets further adjust it for population growth.
US Population in 2001 -285 million
2017 - 325.7 million
(Source google, if you really have a problem with it I can find one I can link to)
The increase is 40.7 million, which is 14.28 percent of 285 million.

So multiply 2.657 trillion by 1.1428
Result You get 3.036 trillion.

So the real, population adjusted figure for 2001 would be 3.036 trillion. The increase of $1.111 trillion.

Lets just say around $1.1 trillion a year increase since then. $1.111tril is really false precision.
