Government spending on education has gone up as well.

In primary and secondary education its still the vast majority of such spending. In post-secondary education its a much smaller percentage but its still large and growing in inflation adjusted terms.

Getting back to the Forbes article - The "tuition and fees" was a headline element to grab attention, and I think its significant. But the actual analysis quoted was about the spending, not the source of funding.
