is indeed a plot of "tuition and fees" which IMHO is very misleading for the reason I stated. CC's used to be essentially free, and state colleges had quite low tuition for instate. So the increase of near 0 to say paying 50% of the cost coupled with the actual increase in cost looks way worse than the actual increase in total costs. I'm just saying, I think the plot has a seriously misleading component to it for this reason. The average person looks at that and thinks education costs have gone up the same amount. They have not (I don't think).
