Bush and the gop promised to continue the Clinton surpluses and pay down all the debt.

Here are the deficits using the government numbers. There was a very short recession in 2001 that ended after 9/11 as spending began to soar. Spending helps the economy grow. Too much spending and the debt gets out of control. When we went from +128 billion to -412 billion after taxes were cut twice it's obvious that tax cuts don't do a fraction of what republicans claim and in fact do the exact opposite.
