Spending first. The US increased spending after the Great Recession because it's what we do to fix an economic collapse. The gop wanted massive spending cuts which is what Europe did and they went into double and triple dip recessions.

President Kennedy was the first president to intentionally increase deficits with tax cuts to stimulate the economy. Today, republicans use tax cuts all the time (because they simply never tell the truth).

There is a difference between a party that spends decades lying about balancing the budget and saying they can to it with tax cuts. No other party on the planet would still be in existence with a record of failure as large as the gop ($21 trillion of debt).

And after spending was increased even more than taxes were cut.
They do both (spending and tax cuts). This is why they're not sane. If we had surpluses it would be wise to give away money we have but to give away money we don't have is borderline insane. If Kennedy or Reagan were alive today and seeing the debt from tax cuts they'd have never cut them even once knowing the gop would go insane over the issue.
