This should be an easy issue for China. Sinovel was found guilty, pure and simple. Other more complicated issues, such as using someone's patents in a product without paying royalties are more difficult to resolve. But here the company, and of course, the Chinese government itself are held responsible for failure to deal with internationally accepted standards on intellectual property. Failure to pay would send a message to the whole world that China can't be trusted. A nation trying to become number 2 in the world (maybe even #1?) would not want that stigma attached.
