The fact that rural whites are starting to look like the black community should be a broad hint, and indeed the basis seems to be economic stress.

I disagree that that's what was claimed. He claimed that the problem in the black community was both economic stress and cultural pathology. And then went on to say that, as you say, the similarly situated white community had jumped into the same boat, both economic stress and cultural pathology.

The left has long claimed that the problem in the black community are largely driven by economic issues, while the right has claimed otherwise.

My take is that he was saying that they were each half right--it's both economic and pathology. First blacks, now whites.
