But he doesn't bother to fault the environment that the Bush admin created that those intelligence officers were working under? It was very evident that the Bush admin was searching for answers they wanted. Powel should look to that as the root of the problem.

The retired general also faulted U.S. intelligence officers for lacking the "courage" to alert him that he was receiving bad data on Iraqi weapons of mass destruction ahead of his U.N. appearance.
