They have a lot of stuff that could be hit. Moving some of it leaves others unmoved. Also in some cases moving it will make us more aware of where it is.

That having been said I still find the tweet to be kind of stupid. I don't think it works well as diplomacy and while it might not have a significant military effect, and in some small ways could possibly even be positive, its more likely to have a negative effect than a positive one overall for multiple reasons including the one you mentioned.
