When the issue is raised by party its reasonable to deal with it with data by party. The issue raised was one of party not ideology, so its appropriate to respond with statistics based on party.

As for your framework of liberals vs conservatives, it doesn't work out as well for you on this issue as you might think, unless your defining being liberal by supporting the bill and conservative by opposing it but if you do that you get something like "people who voted for the bill, voted for the bill in greater numbers than people who didn't vote for it"...

No the southern Democrats stayed in the Democratic party and didn't generally line up well with the Republican party. They where on some issues, more conservative that the average Democrat of the time, but not to the point where they could simply be labeled a bunch of conservatives.

For example Al Gore Sr. not only voted against it but joined in the fillibuster against it. But was he a conservative? He was a big supporter of the "Great Society" programs, spoke out against the Vietnam War, and generally pushed for more spending on domestic programs.

Another example - Senator Fulbright signed the Southern Manifesto (signed by only 2 Republicans but 99 Democrats), and voted against and filibustered the 64 bill but are you really going to call him a conservative?
