I may not understand the process. But is that a decision the FBI investigator normally makes? I was always under the impression they would make a report and a career prosecutor would make th decision to prosecute or not.

Of course, there was the Lynch meeting with Bill. But I thought that was an extremely weird thing for law enforcement to have said. You can watch Cops on TV and every episode someone gets locked up while being told to work it out in court. While they sometimes give warnings, I’ve never heard one speak for a prosecutor.
