You are a clueless idiot.

From the first day of SS the law REQUIRED the federal treasury borrow money from the SS trust. All of it. Decades before Reagan.

Reagan raised taxes to save SS which it did. Part of that deal -- and a part proposed by the Democrat leadership -- was that the 50% of SS benefits be taxed for high-income earners. That 50% is money that has never been taxed before, since it is paid by the employers. Which was the reason Democrats wanted to tax it.

It was an alternative to higher general tax rate.

You really should stop talking about shit you know nothing about.
