Re : lack of -- "Rah rah, I (company insider) am buying more shares !" -- although on a "gut level," anyone would agree with your disappointment, it is not so simple.

Looking at things realistically -- if a company insider has massive exposure to their company's shares through :

shares already directly owned

employee stock options already granted

expectation of future stock options to be granted

possible performance bonus schemes linked to share price

possible pension schemes linked to share price

general ... "you're doing a good job" - perception, linked to share price

etc.

Then ... the company insider has very little to gain from buying more shares.
