How will the photovoltaics melt ice when they are covered in it? Photovoltaics need light to generate electricity to do anyting.

Photovoltaic roadway might make sense where the roads have very few vehicles so the sun gets to the surface and the wear and tear is much less. As potholes in roads show, a road is a super harsh environment.

I have been on a new highway going out of Beijing north and it had 5cm troughs in it due to heavy trucks crushing the road.

Add snow, rain, hot hot sun in summer. Plus dirt and soot on the surface. There wouldn't be any electricity from the road even if it wasn't broken.
