I have USB and I rechecked: Morningstar shows USB has had 3 of past 10 years with ROE over 15% (I did not see that), but not 15% for recent past few years. USB is sometimes cited as one of the best regional banks as regards ROA. -- It is/was a Buffett holding.

C'mon. If you have to go to Kiev, Ukraine to find a bank that meets 15% ROE, something is wrong with that metric. Because many US banks are doing well and are seeing their stock prices rise without having 15% ROE. If 15% ROE were your criterion, you would have missed the boat in this sector.
