The chart starts in 68 when the revenue number is about 20% of gdp and it is about 20% now according to the chart. Granted the chart suggest an uptrend from here forward but that is because of Trumps insanity. There are three bumps above the trendline; Carter years, Bush recession and Trump! I have criticized all three - you should too if you are honest about deficits. Oh ya, a small bump up under Reagan too!
