The government is going to pay for the healthcare of most poor people regardless

How and how much the government pays varies. Its not too ways to get the same thing its two different things.

Obamacare increased the extent that the government will pay for the health care of poor people. That does more to help their finacial situation than it actually helps there average medical condition, but it could reasonably be considered a positive for them on both of those points. But that benefit isn't a free lunch its a cost. Its additional entitlement spending when the existing entitlements were already on an unaffordable path.
