The law was changed during the Reagan years that requires hospitals to care for the sick regardless of income. During that time many poor people went to the ER to get care.

Do you agree this was a very expensive way to fund basic care for the poor?

I'm assuming you think insurance is cheaper than paying for their care and by cheaper I mean cheaper for the government (lower deficits) and cheaper for the person getting the care. The insurance company pays most of the bill.
