These kind of projects is where the state comes in. A general tax increase on California residents to pay for it. Then it is wholly owned by the people. Water from the project then becomes a state property. It is distributed and charged for with the revenue going to support things which support the state and it's residents. Becoming a part of the social fabric similar to social security permitting, or license plates.

Not only does it create a stable water supply but over the long term pays a return to the people and creates both construction and residual long term in state jobs. Desalination plants also create jobs, And the initial cost may be a few $ cheaper. But once built long term operation costs are far greater than water flowing through a pipe. Price per acre foot of water charged at the same rate returns a far greater profit via pipe.


All the flood control dams in BC are owned by BC Hydro a wholly owned company of the BC Government. Electricity generation is built into each and every dam From the largest mica Dam and Williston lake dams to smaller ones like the like the Wilsey dam on the Shuswap river. The electricity is sold North America wide with the revenue helping to cover hospital , schools and other BC programs.
As dams were going to be owned by the people the power generated from them also belonged to the state. Electricity through out BC is distributed by BC Hydro. Private owned generation dams can be built by permit. However other than personal use all excess power is connected into Hydro's grid. BC hydro siphons it off paying for it at wholesale price.

California does not need Congress they can do it on their own and be the sole beneficiary. For the people It is an investment in the future of the state in which they live for future generations. Why should everyone help pay for it ? Because it is helping themselves rather than asking the rest of the country to pay for it for them.
The future generations will look back and say what a great decision that was. Legacies are built on what you do , Not what you take.
