I said the dot.com/tech stock bubble (and I'd add non-bubble growth before overvaluations reached bubble levels) AND military spending cuts AND the Republican congress taking over in 95 (and I'd add Clinton being willing to work with them and change priorities a bit to keep spending down, but still being able to fend off a tax cut) AND I even included the tax increase (I just pointed out that it was not THE reason, but it was at least a short to mid term positive for federal revenue.). Then I continued with that theme.

If republicans were able to pass any of their tax cuts we wouldn't have seen one penny of surplus under Clinton.

Perhaps, but then if any other the other major factors had not happened there also would not have been a surplus. Also if the tax increase was not followed later on by a tax cut there still would have been deficits.
