Perhaps, but then if any other the other major factors had not happened there also would not have been a surplus. Also if the tax increase was not followed later on by a tax cut there still would have been deficits.
I don't understand what you're saying here.

The record deficits under Bush 41 fell dramatically after taxes were raised.

From 1992 forwards. The gop did not UNDO the tax increase that gave us the balanced budgets. They only took credit for the revenue that came in from higher taxes. The gop five-year plan called for a BB in 2002. The budget was balanced in 98, the first year of their plan. They had no idea what they were doing and clearly had nothing to do with it. But then you said the bubble gave us balanced budgets. Do you really want to roll with that? The housing bubble was far bigger and didn't give us anything close to a BB because taxes were cut. (most war spending was off-budget until Obama put it back on the budget).
