I don't understand what you're saying here. You don't understand or you don't agree? Its a couple of pretty simply points. I can spell it out in more detail Multiple factors led up to the situation where during Clinton's time in office for a few years net debt to the public went down. Get rid of any of those major factors say don't reduce the military to name just one, and you wouldn't have had those surpluses. Later on deficits occurred. Those deficits would have happened even if the later tax cut had never occurred. If there is a specific part you don't understand ask about it specifically and I'll try to explain again.
