I think I understand where you're at. In 2000, the year of the highest surplus we spent the exact same on the military spending as we did in the last year of Reagan (1988) which was before the USSR fell. While there was a drop in spending for a few short years it started going back up in 1999 so we literally only had a few years of peace dividend after a major superpower collapsed.

Today, without any superpower to confront we're spending more than twice as much as we did when the USSR was still around. This is not sane fiscal policy. It's a jobs program.

None of these numbers are adjusted for inflation.
